The Energy Agency of Plovdiv (EAP) where the Centre of Excellence should be establish, will be a coordinator of the project and is the participant organization from the low performing Member State. Founded in 2000 under the Save II program of the European Commission, as a non-government organization EE and RES research organization the Energy Agency of Plovdiv (EAP), Bulgaria, is devoted to promoting the efficient and sustainable use of energy and to expanding the use of renewable energy. EAP carries out feasibility studies, energy and environmental analyses within the interaction economy-energy-environment-climate change, energy project identification, development and management EAP has considerable experience working in the field of biomass. EAP has been promoting the use of biomass in the form of pellets for heating and in the form of wood chips for larger installations for years now. The agency has good working relationships with producers of pellets, wood chips and pellet stoves and biolers, as well as with municipalities that are interested in using biomass for energy. EAP is a partner in the IEE funded project BioRegions where we have done a biomass feasibility study, analysis of potentials, supported installations, drafted Biomass utilization Action Plan, etc. As part of the project a region in the country was established, called a Bioregion, that strives to meet most of its energy needs through using biomass, including the utilization of CHP projects on biomass. EAP has also participated in the RES League project where it focused on and promoted biomass installations. EAP established a Technology Transfer Offices of Knowledge for Solid Biofuels Quality under the Operational Program “Development of the Competitiveness of the Bulgarian Economy” 2007-2013 (resources coming from the European Structural Funds). In addition, EAP is establishing an accredited laboratory for certification and testing of solid biofuels and compost. The laboratory will issue certifications for solid biofuels and will test their quality and characteristics.

We are a team committed to providing information and counselling to, as well as raising awareness among decision-makers both in private business and in government offices to ensure the sustained use of resources through the encouragement, advancement and implementation of future-oriented climate, environment and energy policies in the Western Balkans, mainly in Bosnia and Herzegovina, Croatia, Monte Negro and Serbia. Potential of all kind of waste and waste water, especially organic waste and biomass are the key point for economic development, competitiveness, new employment, regional cooperation, energy independence, sustainable development and clean environment. This applies to both in urban and rural areas, and in the Mediterranean and in Continental regions, and it is very important for sectors of the metal and engineering industry, agriculture, food industry, wood industry and tourism. Greenline Western Balkans Cluster Foundation target the most efficient and most sustainable use of the resource and pathway of energy conversion, with sensitivity to the specific local contexts of bio-resources, land and water use, markets and technology level.

LPNU was founded in 1816 and consists of 16 Institutes and 114 Departments with about 35000 students and 2200 pedagogical and research staff. Researches of the biomass utilization are fulfilled mainly at the Department of Ecology and Sustainable Environmental Management and Department of Hydraulic and Water Engineering. Researches are focused on the technologies of production of renewable energy sources from biomass, wastewater and leachate treatment, sewage sludge processing and utilization.

Hungary has an excellent geothermal potential. Both geothermal gradient and existence of large thermal water reservoirs are one of the best in the European Continent. The National Renewable Energy Action Plan of Hungary is ambitious, but realistic from technical point of view. Renewable and also geothermal energy production have to multiply by 2020. Therefore the activity of the Cluster covers the whole renewable energy sector, but the focus is on geothermal energy. Our intention is to prepare regional and areal renewable energy concepts, to settle new ground source heat pumps, to establish new geothermal energy production sites by producing and reinjecting thermal water. In the areas with higher enthalpy establishment of small-scale geothermal power plant is also possible. Combined heat and power and/or hybrid renewable power plant projects are also to be established in Central-Eastern Europe.
